Outsourcing back-office services – Public Sector

This assignment was to support a public sector client in the preparation of pre-qualification documentation and subsequent documentation for a Competitive Dialogue procurement process (the Invitation to Participate in a Competitive Dialogue). It required a two stage approach whereby there was pre-qualification, followed by participation in a phased Competitive Dialogue. It required specifications for a range of services, terms and conditions of contract (and schedules), cost models, instructions to participants, developing evaluation criteria and all associated documentation.

It can be safely predicted that the difficulty for many clients will be writing specifications in output terms (not prescriptive specifications) and linking the outputs to contractual obligations and liabilities for non-performance.
