The procurement of capital equipment always raises serious procurement issues. The equipment may never have been bought previously by the buying organisation. Traditionally, in many organisations the buying origin has not been effectively involved in the full procurement cycle. This can pass the initiative to the supplier.

The acquisition will probably be technically driven, with contractual, pricing and key commercial issues being subordinated. It is not unusual for capital equipment to be commissioned late, not to achieve output requirements, increase cost and, on occasions, not to perform at all.
